To quote the Road Administrator " If we consider repairing these
three roads, then we must consider working on other roads in the
county". Isn't fixing the roads in the county what they are supposed
to be doing? What's to consider?

Could it be that they only have so much money to spend and they need to decide which repairs are the most important. Or do we just assume they have more than enough money to fix them all and they just want to mess with the people a bit.

Roads are not the only thing that commissioners are responsible for. They are the equivalent of a comptroller in a corporation. They could spend 100% of the money on roads but then there would be people grousing about the stuff they ignored. They have to walk a fine line. OK they're not perfect and they will make mistakes. But any one of us can run against them by presenting a compelling case for their irresponsibility.
